Repair is a touch OP on units under attack, this is why we introduced e drain. It helps, but really, it still counters artillery heavily. This is okay to some degree, its good to have a counter to artillery and it does actually cost you resources.

However, this makes repairing units out of the battle almost a waste of time, except perhaps in really late game when you've a massive overdrive econ.

If units under attack repair (and build?) slower, it may help with this.

Its only op on units with high damage mod. Imo dont change as lua to do this would be performance expensive.

Ahh, you actually suggested it. But if its intensive forget it.

What i really want is for units to be repairable outside of combat.

Bombers, Bertha, Nuke etc. There is no outside of combat.
