Hammers vs rockos

Hammers seems to be too good currently.

They not only work as artilery but also as very good skirmishers and even assault.

It makes no sense to build rockos anymore.

Recommended changes for hammer:

- make their "head with guns" turn rate slower

- make them slower

- decrease HP a abit to achieve similar HP/cost as vehicle arty

Recommended changes for rocko/storm:

- increase damage a bit to make them more usefull skirmishers

    True. Actions taken:

    Hammer sight decreased to 280 (380), weapon can only fire until 180 degrees from forward. This brings them in line with the rest of the artillery units, and makes the hammer unable to skirmish at all. Hopefully it will be enough. Failing that, we could try an additional HP nerf.

    Rocko and Storm rockets no longer turn when they reach max range. This makes it harder to dodge their shots while retreating. I'm worried about giving them increased damage; in the early days of CA, Rocko spam was a problem.
