I thought rapier was already far superior to brawler for cost, are the changes in [327] really necessary?

Brawlers are superior in BA, costing less and being slightly better in most regards, other than damage. They are both wildly inaccurate, the rapier usually more so, but at least the rapier has AoE.
However, when i removed the special damages for gunships from all missile weapons (IE, all AA except flak) and increased the gunship HP (IE, no net result other than removing an armor category) i upped the brawlers hp less than i did the rapiers. It should already be relatively balanced to its current cost in CA.

lets compare brawler and rapier:

So, the rapier wasn't in any way superior for cost. In particular the high buildtime were gross. E and M cost can really be a bit higher (cuz the 10% more damage + AoE, but don't forget the AoE is mostly usefull against fast lvl1 units), so i would prefer:
mcost: 338 (115%)
ecost: 6645 (115%)
btime: 13523 (102%) - perhaps lower the btime of brawler and rapier to something around 8k - 11k?

For 17% M cost and 24% e cost (with build time to match these) you got 14% more hp, 10% dps and 1600% (!!!) AoE. I'd say the AoE, alone, makes it well worth it. This was already an awesome deal.
edit: Also, rap has an 8% range advantage.

The missiles are wildly inaccurate though, and you cant take that into account due to the vastly different weapontypes.
Really though, id like to re-do air quite a bit at some point, so all these values are subject to change.
If you are going to get to percentages and exact balances of units, do it with land units- they really need it.

AoE is useless against slow t2 units like bulldogs,gollies,mavs,snipers,sumos,... so it is mostly limited to t1 spam (flash) and the +range don't play a role for gunships (as long it isn't +40%). HP doesn't matter too -> if there is anti air it kills any air in under 10sec, cause flak has a huge AoE and t2 long-range missles do 1750 damage (-> kills everything with one shoot).
And imo core units can be a bit more expensive as arm ones, but they shouldn't have longer buildtimes. Cause getting a proper econ is one hand, but supporting your air fac with 10 vech to build a rapier in under 30sec is another!
